3. Non-Candidate for Degree (NCFD)

NCFD is a temporary status whereby new students can be introduced to CPD distance learning classes and earn transferrable academic credit from the University of Michigan. Students enrolled in graduate degree programs at other institutions often supplement their studies with offerings from the University of Michigan curriculum. It is common for students to get started in a Master of Engineering (M.Eng.) degree by enrolling with NCFD status while their formal application is being processed. This special status can be changed the following semester, but allows qualified students to begin their studies before completing a full application. Student's can take a maximum of TWO courses in NCFD status. If a student is enrolled in a graduate program at another university and has taken two courses in the NCFD status, they must submit a copy of their acceptance letter from that institution before they can enroll in additional courses.

Registration Forms (NCFD)
Students must complete a Registration Form online at Online Application.
This is required from all students who wish to enroll for courses under NCFD status. Please ensure that ALL information in this form is filled out. Participation in courses as a special student does not guarantee subsequent degree candidacy. If you have any questions contact:

Center for Professional Development
Graduate Professional Programs
Felicia Becker
frbec@umich.edu
Phone: 734-647-7024

Note: An official transcript from the student's undergraduate institution must also be submitted with this form if the student is registering as NCFD.

5.Transfer Credits

University of Michigan M.Eng. degrees allow a maximum of 6 credits earned from other universities to be transferred into a program. A total of 15 transfer credits can be earned at the graduate level from the University of Michigan Dearborn Campus. However the total number of credits transferred must not exceed 15.

ALL transfer credits must be evaluated and approved by a U of M academic advisor.

6. Auditing Courses

Students wishing to audit a course may apply by filling out the Off-Campus Education Registration Form and marking the "Auditor - No Credit" box. Students auditing CPD courses do not receive academic credit or grades and are not required to do homework or take exams. No records are kept for them in the University of Michigan system. (Some Faculty do rate the student's work unoffically).

CPD auditors are not officially recorded as auditors of the University of Michigan and their fees are significantly reduced. Auditing fees are one-time, non-refundable flat fees and are not affected by student drops or withdrawals.

7. Semester Course Previews

The previews contain short overviews of each of the semester course offerings, featuring the instructors who are scheduled to teach in the upcoming semester. Students should be
encouraged to view course previews for registering for a course.

Semester Short Course previews and syllabi are available at CPD Short Course Preview click on and Schedule and Register.

Graduate Credit Program Course Preview
Please note that available course offerings may change at any time, subject to student enrollment.
Graduate Credit Course Preview

8. Course Content Questions

If students have questions regarding course content, they should contact the professor or course Graduate Student Instructor (GSI) directly. U of M professors are available to answer students' questions by electronic mail and/or by telephone during their office hours. Students should avoid asking professors about administrative issues because professors are generally not familiar with the administrative aspects of the program. Please call CPD about all administrative matters at 745-647-7200.

9. CPD Course Decision Process and Site Fees

CPD requires at least four students to be enrolled at an industry site for videotape delivery of a course. Exceptions to the minimum enrollment can be made, though a site fee is charged to the client company of $500. In deciding what courses to offer through Off-Campus Education Programs, CPD gives priority to courses that fulfill the requirements for the College's M.Eng. degrees.

10. Registration and Class List Verification

During the first week of class, CPD sends a list of students enrolled in each course to the client company for verification. Site coordinators can help ensure efficient communication between students and CPD by making sure the list includes the following correct information: student name, credit or audit status, individual phone, email address, work address, fax number, site coordinator's name, address, phone and fax number.

Mailing labels and company bills are generated from the class lists, so it is very important that this information is complete. It is recommended that site coordinators keep a file for each student with copies of application and registration forms, homework, exams, and a list of the courses each student has taken.

Please be sure that you have given CPD the best address to receive tapes at your site to ensure that they arrive in a timely fashion. Problems have arisen in the past when tapes "sit at loading docks" or are otherwise sent to the wrong location.

When a student is registered for a course, they are emailed a Registration Confirmation. The email lists the course(s) the student is registered for, credit or audit, and the name of the course; list of required textbooks, software, information on student computer accounts and MEonline, CPD's web-based course management program.

11. Change in Student Status

Each semester an official schedule is sent to students sites with dates for dropping, adding and withdrawing from courses along with the financial implications of these dates. Changes in student status must be finalized by the official dates. Student status changes will be accepted via email, fax or written formats.

Please Note: Written validation must be received from the CPD office for changes to be official. If no written validation has been received, assume there has been no change in the student status. Please contact the CPD office immediately.

Note: U of M policy dictates that when a student is enrolled in two courses at U of M and drops only one of those courses (before the cut off date), remaining enrolled in the other course, they are not officially withdrawing from the University. Therefore NO TUITION is returned to the client company for this student.

12. Textbooks

The textbooks and coursepacks required for courses are listed in the course syllabi and the Course Materials Information sheet sent to students in their registration email. Unless otherwise noted in accompanying materials, texts can be ordered by phone for Total Information or at website , a full-service provider of published materials. Total Information has a listing of the courses CPD is offering, and the textbooks and coursepacks for each course that they are supplying. Total Information accepts credit card orders and promises same-day shipment if the materials are in stock. Material is sent UPS, and a shipping charge is added.

Please make sure that all students are aware of the texts and other requirements needed for their course. Total Information can be contacted at:

Website: TotalInformation

Some coursepacks require copyright release and therefore need to be ordered from a local Ann Arbor copy center. In these cases, ordering information is provided to students in the course registration email, sent to them before classes begin.

13. Material Transmittal

In order to ensure the safe receipt and return of students' coursework, please adhere to these procedures for every assignment, project, or exam you submit:

Copies
Always keep a photocopy of anything you submit. Advise students to retain copies of their homework for in-class review, in case the return of homework is delayed.

Cover Sheets
Each assignment or exam submitted must have a Cover Sheet see "Forms" on the CPD website Site Coordinator Cover Sheet stapled onto the first page. Site coordinators or students should fill out these sheets. CPD cannot properly route homework without a cover sheet. This helps the professor and/or CPD track homework and exams, and minimize delays. Make sure students staple all pages together so that their homework can be sent and returned intact. Students must write their name, company name, company location at which they receive homework, and course number on EACH PAGE of their homework.

Shipping
Many instructors request that students upload their assignments into MEonline or email them to the instructor or GSI. However, if written assignments are shipped they must be sent via express mail service to CPD. We suggest that off-campus students stay as close to the on-campus schedule as possible. Regular mail is not acceptable because it cannot be tracked and is susceptible to long and unpredictable delays.

Please mark the outside of all packages with a short contents list, i.e. 3-Homework #4; 10-Exam #2; 1-project. Send material via next business day service to:

Ben Hartline
Center for Professional Development
Off-Campus Education Programs
2121 Bonisteel Blvd, 273 Chrysler Center
Ann Arbor, MI 48109-2092
Telephone: 734-647-7195

Any questions about mail shipments and contents should be directed to Ben between 8:00am - 5:00pm.

Faxing
If assignments or other communication need to be faxed to CPD or the professor, please
call CPD at (734)-647-7195 and/or the professor after faxing to confirm receipt. The
Off-Campus Education fax number is (734) 647-2243.

14. Academic Questions

All questions about coursework should be directed to the professor or Graduate Student Instructor (GSI) and not to the CPD office. University of Michigan professors and GSIs are available to answer questions by electronic mail and/or by phone. CPD is an administrative unit with no academic authority, and cannot assist in these matters. Tracking problems can be avoided later if you send CPD e-mail or paper copies of correspondence with professors. If you have trouble reaching the instructor or GSI, please call the CPD office at (734)-647-7195.

15. Feedback and Quality Control

Student Response
Each registered student is sent an email asking them to fill out a course evaluation form in MEonline at midterm time and at the end of the semester. Students are encouraged to complete the evaluations witnin one week of posting. Students should also be encouraged to communicate issues and problems as they arise so they can be resolved immediately and should not wait until the end of semester evaluation.

Site Coordinator Course Evaluation Form
A Site Coordinator Course Evaluation Form is emailed to site coordinators at the end of the semester to ensure continuous quality improvement of CPD services. We strongly urge you to complete and return these forms to CPD as soon as possible after the term ends.

CPD is very interested in the off-campus students' and site coordinators' opinions, especially regarding CPD service and course quality. Do not hesitate to contact us at any time!

Site Coordinator Email Group
CPD has established an Email group of all site coordinators to create a forum for discussion as well as a venue for important informational updates. Email is an important communication tool for site coordinators as well as students.

16. Lectures via the Internet

CPD provides streaming video of all sessions via the internet. Videos can be found within each class in MEonline. Currently, the streaming video requires RealPlayer version Real Network The viewing schedule is set to mirror the off-campus video tape delay schedule one week behind the on-campus schedule. Videos on the web are best viewed with a high speed internet connection (DSL, cable-modem) - Not in the work place.

Students wishing to enroll for a course online must verify that they have a high-speed access connection. Students with existing accounts can access the System Check by logging in and checking MEonline MEonline clicking "Add Course," and using the course ID 239 and password techcheck

Students without MEonline accounts will need to create an account by going to and filling out the required information. If you do not remember your password, or are not sure whether or not you have an account, click the "forgotten password" link.

For more information about MEonline, check the CPD website or contact MEonline@umich.edu

17. Videotapes

Receiving Lectures via Videotape
Videotapes are sent through an express mail service to sites once per week from CPD. The date the package is sent out is determined by the on-campus class schedule. Site coordinators should inform CPD as soon as a class viewing day and time is determined. Off-campus class viewing schedules are available through the MEonline Syllabus page. Please check this scehdule frequently for updates.

Note: All videotapes of lectures are the copyright of the U of M Regents and must be returned to CPD by the end of the semester. Students and site coordinators are prohibited from making videotape copies of course sessions. Copying course videotapes is a violation of U.S. copyright laws.

Students are prohibited from "sitting in" on a course unless they are officially registered for credit or audit. It is the responsibility of the site coordinator to enforce this policy.

Ordering Extra Videotapes of Lectures
Requests for extra copies of videotapes must be made through the designated site coordinator. A $35 fee is charged for each extra tape plus additional postage, if appropriate. Site coordinators need to submit the following information via fax on the Videotape Request Form Videotape Request form Site Coordinator - Video Tape Delivery Request Form or via email: Include course name and number; professor's name; date lecture ran on campus; session number; reason for the tape request. Defective videotapes are replaced by CPD at no charge. Lost tapes at the site may be replaced at a charge of $35 per tape.

18. Homework, Exams, Honor Code, MEonline

Students must submit homework to their site coordinator for shipping via express mail, faxing on the designated due date to the CPD office, or students can post homework to MEonline with permission of the instructor. On some occasions the professor may opt to have homework sent directly to his or her office. If this is the case, CPD will make those arrangements directly with the site coordinators. Please contact CPD if you have questions regarding MEonline homework submission.

It is required that students make photocopies of homework assignments before sending them. Unless otherwise noted, the due date for off-campus students is no later than one week after the due date for the on-campus students. CPD provides a class viewing schedule for off-campus students in their MEonline course Syllabus page. Late homework runs the risk of not being accepted by the instructor. The student's grade could be penalized for late assignments, as determined by the individual professors.

19. Course Handouts

During the semester, professors often include extra handouts given to the students during class sessions. Copies of these handouts will be posted on MEonline for students to access, view or print. Students and site coordinators who have difficultly obtaining handouts are encouraged to contact CPD. Periodically CPD is asked by the professor to send out additional notes/handouts to the students. If time permits, these handouts are sent with the videotapes. If time is of the essence, the information is faxed to the site coordinators. CPD calls site coordinators whenever it is necessary to fax additional materials.

20. Exam Administration, Exam Dates, Proctor, Returning, Honor Code

CPD sends exams to site coordinators by an express service in red envelopes labeled Confidential Exam Materials or emailed directly to the Exam Proctor or Site Administrator. Alternatively, if an instructor chooses, he or she may use the testing feature within MEonline that allows students to take and submit their test online. Site Coordinators must secure the paper-based exams until the day they are to be administered. An Examination Information Sheet accompanies exams sent from CPD. This sheet provides instructions for students taking the exam.

Honor Code
Off-campus students, like on-campus students, are expected to follow the College of Engineering's Honor Code. A copy of the Honor Code is available online at Honor Code and should be read by all students at the beginning of the semester. Students are expected to sign the Honor Code Statement on each exam.

Assigned Exam Dates
Because the off-campus schedule is generally one week behind the on-campus schedule, the exam date should be scheduled accordingly. Most exam dates are determined at the beginning of the semester. Exams are usually given off-site during regular class meeting hours. Any variation from the Exam schedule must be approved by the professor and the site coordinator/proctor. All students at the site should take the exam at the same time. The final exam should be taken before the U of M exam period ends. Students should adjust their work schedule to take the exam at the appropriate time. The site coordinator is CPD's designated exam proctor unless other arrangements are made. Student must provide proctor names and contact information to CPD at the beginning of each term.

Alternate Exam Dates
If a student has an unavoidable conflict with an exam date, she/he should:
1) Speak to the professor directly to see if an alternate exam date can be granted. Alternate exam dates are granted at an individual professor's discretion, and there is no guarantee that an alternate exam date can be given. It is University policy that make-up exams must be taken before the assigned exam date, not after it.
2) Arrangements must be made for the alternative exam date with the site coordinator and proctor. A student enrolled in the course may not serve as a proctor.
3) The site coordinator should notify CPD of the name of the student, name of the proctor, and the alternate exam date. The entire notification process should be completed at least one week before the original exam date.

Proctoring Exams
The envelopes and emails containing the exams should not be opened prior to the date and time of the exam. Exams must be collected immediately after the allotted time has expired. Allotted time for the exam and other pertinent instructions will be noted on the Examination Information Sheet. Site coordinators/Proctors are responsible for the timing of all exams. Under no circumstances should extra time be given.

Proctors should write the names of any students who did not take the exam and the reason why (if known) and send to CPD. They should specify if the student is taking the exam on an approved alternative date.

Photocopying Exams
VERY IMPORTANT: Site Coordinators/Proctors must make and store a copy of each student's completed exam before returning the original to CPD in order to safeguard against exams being lost in transit.

Returning Exams to CPD by an Express Service
Exams must be returned to CPD using overnight express mail on the assigned exam day (or the next day if the exam takes place after 5:00 PM). Express mail enables tracking and ensures that faculty can submit grades in a timely fashion. NEVER USE STANDARD MAIL. Send via Express Service to:

Ben Hartline
Center for Professional Development
2121 Bonisteel Blvd, 273 Chrysler Center
Ann Arbor, MI 48109-2092
Telephone: 734-647-7195

21. Off-Campus Viewing Schedule

The off-campus Viewing Schedule is posted for each MEonline MEonline on the Syllabus page. The off-campus Viewing Schedule reflects exactly one week after the date of each on-campus class meeting. Students should check this site on a regular basis for changes in assignment or exam dates.

22. Course Faculty/Student Interaction

Email
Email has become the primary means of communication on most university campuses. CPD requires all off-campus students to have access to email. Students can use a commercial provider or obtain email access through a University of Michigan computer account. Through MEonline, faculty can communicate efficiently with all students in their course through the Message section. In addition to email, MEonline has a threaded Discussion section that allows faculty and students to share topic discussions with the entire class. Since it is not in real-time, class members can respond to discussions at their convenience.

Web Conferencing
Many instructors schedule synchronous web conference meetings as a medium for exam reviews or project presentations. Some industry partners use programs such as WebEx. The University of Michigan has a license for the Centra conferencing program. CPD will provide student s with the information needed to participate in a web conference, if it will be used in your course.

23. Technical Requirements for Accessing Course Materials Electronically

CPD highly recommends that students enrolled in graduate courses delivered off-campus adhere to minimum computer requirements to perform class duties and to access courses though MEonline. MEonline is a web-based courseware application that allows instructors to post course related information for students and conduct courses online in a secure environment. There are a variety of features including threaded discussions, chat rooms, video streaming, shared files, messaging, etc

Computer System Requirements

29. Grade Interpretation

Grade of ED or NR or E
An ED or NR means that the university records show that the student did not officially drop the course. If the student did submit the forms before the last day to drop a class, she/he should call CPD to rectify the situation. If the student did not submit the forms before the deadline, the student's permanent transcript will reflect an ED or NR for the course, which will be considered the same as an E in computing the term and cumulative grade averages. A grade of E means that the student did not complete the requirements for the course and failed.

Grade of Y
A Y grade means that the length of the course extends beyond University deadlines. CPD encourages instructors to give students Y grades when off-campus schedules prevent grades from meeting University deadlines. Instructors submit Supplementary Grade Reports to replace Y grades, unless the student has not completed the course requirements in a timely fashion.

Grade of I
An I on a student's transcript means "Incomplete". When a student completes all of the requirements for the class, including all homework and exams, the instructor submits a Supplementary Grade Report to add the official grade. If the student has not completed all the requirements for the course, s/he should speak to the professor directly about completion arrangements. An I grade automatically becomes an E at the end of the following semester if work is not completed.

30. Problems with Grades

Students should address questions about grades directly to the professor. If a student can not get information about their course grade from the University system, call Kathy Friedrichs for assistance at CPD office 734-647-7173

31. Grade Reports

Currently all grade information is handled by the University of Michigan Registrar's Office. Due to the off-campus delayed schedule, most distance learning students grades are submitted after the semester deadlines, so there is a slight delay in processing.

Students must request a copy of the final grade from the Registrar or Wolverine Access (http://wolverineaccess@umich.e.edu) Students - Student Business - to find out their grade.

The University does not send out grade reports unless requested. A student can request a copy of the grade from the Registrar at Registrar or check online through Wolverine Access at Wolverine Access click on Student Business.

32. Industry Partner Billing, Individual Student Billing, Vouchers

Companies are billed directly after the last day to drop classes (late October in fall semester, late February in winter). Sponsored students should not receive bills directly. Students who receive bills should fax them immediately to the attention of Felicia Becker at CPD for a student account investigation. Student accounts are credited through a financial transaction administered by the Center for Professional Development. Any questions regarding billing should be directed to Felicia Becker, Fax:734 647-2243, email:frbec@umich.edu or call 734-647-7024.

Individual Student Billing
Students not enrolled at a corporate partner site will be charged in the following way:

1. Students will be charged distance learning tuition: either the in-state or
out-of-state rate, as appropriate.
2. The University will bill the student directly for all tuition and fees. The student will be responsible for payment to the University when invoiced. If you have any questions contact:

Vouchers
Students whose companies pay for tuition and fees through vouchers must fax the voucher to the attention of Shannon Rolston (see below) within the FIRST TWO WEEKS OF THE SEMESTER. If vouchers are not received in a timely fashion, students will be billed directly by the University.
